Job Description:
This position is located in the Office of Unemployment
Compensation (OUC). The incumbent will work under limited
supervision and will research, plan, develop, implement and review
policies, practices, reports, methods, and procedures that drive
the accurate and efficient processing of unemployment insurance
benefits data. The purpose of this position is to identify, review,
define, and document workflow processes used to process
unemployment insurance data. The incumbent will assist in the
documentation of business requirements for UI projects. Make
recommendations and develop plans for process and procedural
innovations. Coordinate with Information Technology (IT) staff and
subject matter experts to reduce gap management by documenting all
known procedural and business processes and creating solutions to
resolve programmatic issues.

Duties and Responsibilities The incumbent will perform short and
long-range planning, review, analysis, and evaluation of program
goals and objectives for the UI Benefits Division. Incumbent will
analyze new and proposed legislation and regulations to determine
impact on program operations and management. Interpreting federal
program guidance and devising methods and procedures for developing
an integrated program plan that maximizes service delivery based on
program objectives and priorities. The incumbent ensures that the
agency is in compliance with U.S. Department of Labor (DOL)
reporting requirements and monitors the agency's efforts to meet
the goals, UI Core Measures and Acceptable Levels of Performance.
Will be required to track performance, manage required reports for
federal performance monitoring, and assist with the development and
updates of UI standard operating procedures. Incumbent will be
responsible for managing projects relevant to the UI Benefits
Division in response to high-profile inquiries and requests from
the U.S. Department of Labor (DOL), Office of Management and Budget
(OMB), Government Accountability Service (GAO), Office of Inspector
General (OIG), and the general public. Researches and recommends
new or revised operations and measures that result in USDOL
performance compliance. Incumbent also observes and analyzes
programs to verify reported information and to review compliance
with guidelines or performance objectives. Provides data analysis
and prepares statistical reports to determine deficiencies in the
Office of Unemployment Compensation and provides recommended
actions necessary to correct inadequacies. Makes recommendations
regarding the planning and managing of programs to enhance the
quality of services and accomplishment of performance expectations
set for employees and the department. Works cooperatively with
various levels of staff to meet development needs, and meets with
federal representatives to review proposed projects, activities and
audit recommendations. Analyzes operational programs and procedures
and makes recommendations for the purpose of improving the U.I.
program in general. Performs special tasks of District-wide impact
as the need arises, e.g., determining the need for and developing
the revised Nonmonetary Determination Report which has an impact on
the coordination of the Benefits, Timeliness, Quality appraisal for
DOL. Recommends, develops and facilitates training for UI personnel
as needed to provide clarification of UI laws and policies, e.g.
developing and conducting group sessions and one-on-one training at
the request of management and as needed. Qualifications and
Education Applicants must possess one (1) year of specialized
experience equivalent to the CS-11 grade level, or its non-District
equivalent obtained in either the private or public sector.
Specialized experience is defined as experience that is typically
in or related to the work of the position to be filled and has
equipped you with the particular knowledge, skills, and abilities,
to successfully perform the duties of the position. Examples of
specialized experience for this position include assisting with the
planning, review, analysis, and evaluation of program goals.
Working knowledge of the Unemployment Compensation Act and other
related laws, rules, regulations, and guidelines. Ability to
communicate effectively orally and in writing. Knowledge of
established policies and procedures. Knowledge of interview
techniques and ability to follow leads. Knowledge of the District
of Columbia's UI system. Knowledge of labor market conditions. The
ability to recognize fraudulent or irregular information and the

typically performed in a normal office setting. Other Significant
Facts Tour of Duty: Monday - Friday, 8:30 am - 5:00 pm Operating
Status: In-Person reporting, flexible and limited telework options
available upon position eligibility and operational needs. Pay
Plan, Series, and Grade: CS-0991-12 Salary Range: $80,784 -
$103,333; based on available funding. Duration of Appointment:
Career Service -Term, NTE 13-Month Collective Bargaining Unit: This
position is not covered under a collective bargaining agreement.

Consideration: Open to Public Position Designation: This position
has been designated as security-sensitive therefore the incumbent
of this position will be subject to enhanced suitability screening
pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and
as such, incumbents of this position shall be subject to criminal
background checks, background investigations, and mandatory drug
and alcohol testing, as applicable. Residency Preference: When
claiming residency preference, you are required, and must agree in
writing, to maintain bona fide District residency for a period of
seven (7) consecutive years from the effective date of employment.
You will be required to present documents (proofs) to show District
residency and failure to maintain bona-fide District residency for
the seven-year (7-year) period will result in forfeiture of
employment. Residency Requirement: If the position you are applying
for is in the Career, Management Supervisory, or Educational
Service at an annual salary of one hundred fifty thousand dollars
($150,000) or more, you must establish residency in the District of
Columbia within one hundred eighty (180) days of the effective date
of the appointment and continue to maintain residency within the
District of Columbia throughout the duration of the appointment.
