Job Description:
The -Senior Proposal Manager - Federal -position will lead key
proposal and capture planning efforts related to our US federal
government strategy across our business groups (Water, Energy, and
Environment; Transportation; Construction Services; and
Facilities). -Partnering with various growth leaders (business
lines and geographic areas) and federal client managers, this is a
key position to help achieve our desired growth strategies in the
federal market through the planning, development, and delivery of
quality proposals and other federal marketing related activities.
You will also manage a small team of proposal personnel and
collaborate closely with other proposal peers in our business
development and marketing group. Because you will work with and
also supervise people of all types and experience levels, tact,
enthusiasm, organization, communication, and an ability to bring
strategies to life are hallmarks of this position. We want your
previous experience and knowledge of the intricacies of the federal
government procurement processes, particularly with DoD, GSA, FTA,
EPA, and DOI.This position can be located in Pennsylvania (Camp
Hill, Valley Forge, or Pittsburgh), Maryland (Owings Mills or
Baltimore), or New Jersey (East Brunswick, Marlton) offices.The
Work You'll DoProposals
- Able to concurrently lead complex proposals and oversee staff
who are managing other smaller proposals. This includes SF330s,
technical proposals, and task order proposals.
- Passionate about leading high priority federal proposals. From
supporting capture planning activities to developing/managing the
proposal to assisting with interviews, you are responsible for the
proposal schedule, plan, compliance, quality, and compliant content
development. Working with the capture manager you make sure the
strategy and win themes are clear to maximize evaluation scores.
You review and supervise the work of staff assigned to support the
proposal and self-perform on writing, editing, conceptualizing
graphic concepts with a designer, etc. You ensure timely completion
of high-quality proposals, SOQs, and other marketing
materials.
- You have strong knowledge and experience with federal
procurement practices and systems, including Sam.gov, PIEE, and
others. Capture Planning
- Demonstrates a clear understanding of best practices for
Capture Planning and ability to partner with designated capture
managers.
- You are adaptable and can provide capture planning support
activities that are appropriate for short, long, and complex
opportunities. We expect you've done this before and can receive
input for adjustment but are a self-starter and thrive in
partnership rather than oversight/direction to plan and implement
activities.
- You will manage capture planning activities in close
coordination with the opportunity team which includes growth
leaders, business line leaders, capture managers, project manager,
and technical subject matter experts. Capture planning often
includes pre-RFQ and pre-RFP positioning tasks; gap and competitor
analysis; summarizing key value propositions and sales/win themes;
facilitating Issue/Feature/Benefit/Proof (IFBP) workshops with the
opportunity team (including teaming partners when appropriate); and
performing targeted client/opportunity-specific research in order
to expand team's knowledge of targeted pursuits and potential
competitors. -Client Management
- Being part of the client account management team to support
client management meetings and activities for assigned clients will
make sure you have the knowledge needed on those key federal
opportunities. In this space, you may provide market research
support and organization of information to further the go-to-market
strategy. Supervisory
- People are critical. We can't do what we do without you and the
team you will manage. We'll look for you to be able to hire, train,
mentor, encourage, teach, and develop the people that report to
you. This also includes administrative tasks like timecards,
expense reports, and employee performance reviews and goal
setting.
- You will assign projects and tasks to appropriate team members,
workshare across the larger team when needed, and review work for
learning opportunities and quality.
- As a Sr. Proposal Manager, you'll be a key leader within the
group and will also assist your BD&M Leader with overall team
workload and resourcing; training/mentoring for corporate and
department specific practices and procedures.
- Data and information management is the backbone of all
marketing and business development groups. You will actively
contribute and partner in quality data from sales pipeline in CRM
to resource planning to projects/resumes/visual databases.
- 4-year degree required in English, marketing, journalism,
communications, or applicable field is required
- 8-10 years of experience in leading, coordinating, planning,
and developing AEC proposals and qualifications, sales/technical
presentations. 3 years of experience leading proposals specifically
within the federal market, including SF330s and technical
proposals.
- Demonstrated successful performance with increased
responsibilities in the past 5 years (minimum), including a minimum
of 2 years of supervisory experience
- Superior organizational skills, the ability to create and
communicate effectively, and proven experience in completing
quality work on time
- High attention to detail and the ability to adapt quickly to
changing conditions while effectively driving teams to produce
